In 1909, the Jockey Club of New York published its Rules of Racing, which served as the governing principles for thoroughbred horse racing in the United States. The extensive set of rules covered everything from the eligibility of horses and jockeys to race-day procedures and the classification of infractions.

Context of the 1909 rules

The Jockey Club was founded in 1894 to regulate thoroughbred racing in New York and other states. It acted as a stabilizing force after a period of scandal and inconsistent rules in American racing during the late 1800s.

By 1909, New York's racing scene was in decline due to the Hart-Agnew anti-gambling laws passed in 1908. These laws effectively shut down most racing in the state until they were repealed in 1913. The 1909 rules were published during a transitional period for the sport.

Key regulations from the 1909 rules

Eligibility and registration

Registration: All participating horses had to be officially registered in the American Stud Book, which was maintained by the Jockey Club.

Jockey licensing: Jockeys had to be licensed by the Jockey Club and were required to be at least 16 years old.

Race-day procedures

Race entry: The rules detailed the process for entering horses into races, as well as the fees and forfeits associated with entries.

Pre-race parade: Just as today, horses were paraded in front of the stands before a race. Contemporary accounts noted the impressive display of the horses in their owners' stable colors.

Starting the race: In 1909, races were still started using a flag or a bell, as starting gates had not yet been widely adopted. The field was required to be "dispatched from the starting gate" at the appropriate time.

Infractions and penalties

Foul riding: Jockeys were expected to maintain a straight course and could be penalized for sharp turns or bumping that interfered with another horse. A jockey found guilty of a foul could face disqualification, suspension, or fines.

Doping: The rules of the era prohibited artificial methods like performance-enhancing drugs and electrical stimulants. While enforcement was difficult, electric prods were specifically banned.

Non-performance: The club had the authority to penalize trainers or jockeys for horses that appeared not to be trying their best.

Governance and enforcement

Stewards and judges: The Jockey Club appointed stewards and racing officials to oversee each race meeting. These officials were responsible for interpreting and enforcing the rules.

Reciprocity: One of the goals of the rules was to promote consistency across different racetracks. Violations at one track could affect a horse or jockey's ability to race at another.

Significance

The Rules of Racing Adopted by The Jockey Club was a landmark document that helped standardize and legitimize thoroughbred racing in the United States. While the 1909 version reflects an earlier era of the sport, it laid the foundation for the more modern regulations that are still enforced by racing jurisdictions today.

Great no-frills bag. Slim and compact, but still holds plenty.
Size: 17.3 Inch, Style: 1-pack
I needed a case for my new HP Pavilion 17" laptop. I didn't need anything fancy or with all kinds of special features. I didn't need one with a lot of extra storage space beyond what was required for the laptop, its power adapter and cord, and a small mouse. And above all I didn't want one with a large, bulky profile, one that would feel like I was carrying--or rolling--a small suitcase. Turns out this AmazonBasics bag was just what I was looking for. It is indeed slim and compact, and it's lightweight to boot (only weighing about 1 lb.). And even when it's filled to the brim and weighs a good bit more, it STILL looks slim and compact. For its economical price point, it is constructed very well, and thus should be quite durable for light to moderate use. The stitching is very tight and clean, with even strong, "zipper-stay" stitching being included on this inexpensive bag. The zippers themselves (which I tend to be picky about) are of very good quality, and open and close without much effort. The zipper pulls are ample in size and weight, and are very strong and sturdy. In other words, they're NOT cheap. I appreciate the case's simple yet thoughtful design. I especially like the single, large, zippered pocket on the front "face" of the bag, where you can easily and conveniently keep oft-used items such as your phone, keys, power bank, and so forth. Too many laptop bags' outside pockets are unzippered, which I find both impractical and unsafe. The AmazonBasics bag holds my laptop snugly and securely, yet I can still manage to squeeze in extra padding (about 3/8" thick and 1.5" wide) all around its perimeter. I do this because the case provides only the most minimal of padding throughout. (Mind you, I wouldn't have expected sufficiently thick padding on a bargain bag such as this one, but it's worth bringing attention to nonetheless.) The upshot here is that, as well constructed as this case is, it's not designed to protect our laptops from accidental drops onto hard surfaces. There simply isn't enough shock-absorbing padding. But frankly I'm not that worried about accidental drops. Rather, for my most pressing general needs--storing or transporting my laptop and keeping it free from dust, scratches, dents and the like--this AmazonBasics bag really fits the bill. It's easy to carry, and it's easy (and quick) to access your laptop. I'm VERY happy with it, would buy another one without hesitation, and I highly recommend it! Finally, my goal as a reviewer is always to try and help others make better informed decisions about potential Amazon products they may be considering. Toward that end, I hope in some small way that you may have found this helpful. Thanks for reading my review. Best of luck with your shopping!

For 12.4 tablet with hard case on
Size: 14 Inch, Style: 1-pack
I got this black carrying case for my tablet and it fits well inside and you have room still if you want to carry like cables or some documents and stuff. Now only thing I wish that it was better was inside padding but for the price it is still decent as I have a case on my tablet and hard one for the matter so I just needed carry bag to carry around and it would be fine for me for anyone else think it thru as padding is not very protective inside but other then that nice quality bag and feels sturdy

Great Budget Laptop Bag / Sleeve
Size: 14 Inch, Style: 1-pack
I got this bag to use as a laptop sleeve in my backpack, because I honestly don't trust cheap stuff on amazon anymore, so I got something that would likely be more sturdy, a bag instead of a sleeve. Protection is decent and the zippers, material, construction, and overall feel, don't come off as cheap at all. There could be a bit more padding, but for the quality of bag I got for the price, it's a steal. There's an outside compartment, with folder like flaps inside, where you can use this bag as a folder too. 4.5/5 product and wish there was more padding pro protection Strap is removeable to use which is nice for carrying like a suit case, or using as a sleeve in a bag
